Leader of the Assembly
The Leader of the Assembly, often referred to as Assembly Leader, is a position elected by the Allied Assembly to serve as the final Voice of their intentions to the President and population. The position has a brief 2 year term of service with a simple restriction of never allowing an Assembly Leader to serve 2 consecutive terms. This has often led to "leap-frogging" Assembly Leaders, where 2 popular candidates have cycled terms consistently between them.
The position carries with it an incredible power as the leader serves as a tie-breaker on Assembly Bills and has a few greater Powers invested into it. However, usage of these powers does incur the immediate removal of the Assembly Leader position and calls an Emergency Vote of the Allied Assembly into affect within the next 2 weeks to elect a new Assembly Leader.

Minor Powers
Addressing, Administrating, and Moderating the Assembly
The most common responsibility of the Assembly Leader is to address the Allied Assembly upon the start of a Session, call the end of a Session, and moderate the Session by directing the Assembly, allowing individuals to speak and present points, votes, or bills, and maintain general order.Tie-Breaker
The Assembly Leader is the final Tie-Breaker on all Bills or Votes called before the Allied Assembly.Appointment of Regional Governor
Though technically a Regional Governor may be elected via called Vote by the Allied Assembly OR direct appointment by the Assembly Leader, typically it is common for the Assembly Leader to directly appoint Regional Governors when positions become available. This has historically been a method of rewarding loyal allies who assisted the Assembly Leader gain their position.Grand Powers
Power of Veto
The Assembly Leader may choose to call Veto a bill presented before the Allied Assembly. The bill must immediately be removed from the Assembly without vote and each new bill moving forward for the following year must be submitted into an Investigatory Assessment to ensure that no terminology or exact phrasing from the original bill carried into any new or altered bills moving forward. This process is incredibly unpopular among the Allied Assembly as it drastically slows down the effectiveness of the Allied Assembly. Once the Power of Veto has been called, it is almost a guarantee that new bills will trickle in very slowly and the Assembly will be drastically hampered for the following year.Consequences
As soon as the Veto has been used, the Assembly Leader loses their elected position. Historically, only 3 Assembly Leaders who have used their Power of Veto have ever been re-elected to the position.Vote of No Confidence
The second Grand Power assigned to the Assembly Leader is the Vote of No Confidence. This is motion presented before the Allied Assembly that serves as an accusation that the President has actively acted against the will of the Allied Assembly, failed the Allied Terran Systems in a treasonous or irrevocable way, or actively moved to subvert the rule of law and/or checks and balances within the governance of the Allied Terran Systems. If the motion passes with a majority of the Allied Assembly, the President is immediately removed from office, his cabinet is disbanded, and the Allied Assembly must elect a temporary leader as the steps for an emergency Presidential Campaign is set into motion.Consequences
The Assembly Leader not only forfeits their position after calling a Vote of No Confidence, but they also are forbidden from ever holding the position again. This check on the power is intended to prevent the control of the Assembly Leader and is why the power has only ever been used twice.Appointment
The Assembly Leader must be appointed from the Allied Assembly, made up of the Regional Governors and Planetary Governors of Terran Space.
Grounds for Removal/Dismissal
The position is terminated through the fulfillment of a natural term (2 years), activation of either Grand Power, or a successful Vote of No Confidence from a member of the Allied Assembly.
