Mars

Mars, the "Red Planet", is now partially terraformed. During the early days of Human Colonization, Mars was the first target of expansion into the stars. The first attempt, the New Horizons Tragedy, was a notable footnote in human history. The second attempt was far more successful. The terraforming process began as humans began colonizing multiple other planets in their solar system and beyond. Suddenly, the Martian Terraforming Project was canceled and all non-government entities were refused habitation rights on the planet.   Now, the planet serves as a seat of power for the ATS. Multiple government facilities for government branches dot the mostly-barren landscape. Strangely, however, this is all contained to one quarter of the surface of Mars. The rest of the "Red Planet" seems to remain uncolonized and unaffected except for the constant ships patrolling the area for pirates and smugglers seeking to profit from this lack of residency.
