The only land route to reach the Rutimytzi camp is by way of the Diadem of Ingilbirt - otherwise, you have to climb the cliffs and the waterfall.
The archived reports stashed in Waldinhafin are the last place to find the location of the Diadem of Ingilbirt. It is a report of a patrol that got lost in a rainstorm and traveled up land to escape flooding. Most of the report was destroyed in a fire some reasons back (the signs of which are still seen in the underfunded outpost).
