Brimcrest

Originally named Brimstone Crestwood, Brimcrest is a nearly lawless city found on the southwestern edge of Atharon. Ruled by a group of four saints known as the Pillars, Brimcrest is a city were devils walk alongside demons without conflict, cultist live in plain sight, and where many power dark guilds can be found. Here the desperate can sell their very souls in the Soul Market in exchange or nearly every service imaginable and many unfortunate individuals end up.

Government

The Pillars of Brimcrest

Comprised of the four Saints that founded the city, the Pillars of Brimcrest are seen as the sole reason behind the city's success and survival. Each Pillar resides in a different section of town where they keep an eye out for threats to their city and those who break one of the three laws of Brimcrest. It is said that each of the Pillars is capable of fighting off if not outright destroying up to a thousand warriors or hundreds of monsters. Those who incur their wrath often find there to be a bit of truth to these rumors. The Four Pillars and their territories are:
The Saint of Breaking Dawn in the East
The Saint of Shattered Earth in the West
The Saint of Lasting Grudges in the North
The Saint of Howling Spirits in the South   Unlike a lot of other Saints, the Pillars do not have a religion or following dedicated to them though there are many locals who revere and pay tribute to them.   

The Undercouncil

Directly beneath the Pillars of Brimcrest is the Undercouncil, a council comprised of the representatives from the major factions and organizations within the city. How the representatives are chosen is determined by who they represent. Only factions and organizations recognized by the Undercouncil are allowed to have representatives join. All representatives are tasked with gathering a tribute or taxes to offer the Pillars in exchange for the protection and order the Pillars provide. Any representative unable to provide an acceptable tribute or tax to the Pillars may find themselves removed from the Undercouncil if they are fortunate or they may find the group that they represent is no longer under the protection of the Pillars and vulnerable to the schemes of the other factions and organizations within the city. In an effort to cover all the bases there is a representative that represents the unclaimed, individuals not part of one of the city's factions or organizations. Their representative is typically chosen through a voting process though there are times where it is decided in fights, gambling, or other means.    The overall purpose for the Undercouncil is to maintain and negotiate peace within the city's walls, offer tribute or collected taxes to the Pillars, and to engage with the Pillars and make requests.

Defences

There are only four defences that the city of Brimcrest has ever needed. First and foremost there are the Pillars. They typically handle the major threats to the city such as invading armies, powerful monsters, Titans and threats from within. Second is the walls surrounding the city. Manned by constructs commissioned by the Undercouncil, the wall is constantly guarded and is primarily used to ensure that all visitors enter the city through one of its various gates. The third is the private armies and militias within the city that often rush out at the hint of battle whether they were summoned or not. The majority of these are owned by factions and organizations that have representation on the Undercouncil, however, there are a few that are always available for hire and used to fight proxy battles outside the city's walls. The last is both obvious yet often overlooked, the citizens. It is rare to find an individual in Brimcrest that is unable to defend itself in some way or another so in times where the city is breached while the Pillars are in another area, the nearest citizens are capable of at least holding enemies off for a time if not capable of resolving the matter themselves before forces arrive.
