The Metallan Empire

Structure

The Empire is divided into multiple territories of varying sizes. Each territory is ruled by a Dragon Lord. Every Dragon Lord is chosen by the Emperor personally and given great authority over their territory as well as the mortals and untitled dragons that live there. More often than not, each Dragon Lord is given a task by the emperor that involves their territory that they must carry out no matter what. Above the Dragon Lords are the Dragon Highlords, ancient and powerful dragons tasked with ruling some of the most important territories in the empire. The organization and administration set up of the territories are decided by the lords and highlords so they are typically unique to the territory.
