With chaos taking hold of the city, no prominent figures of authority willing to make hard choices, disconnected from his peers and betrayed by his subordinates, Kairoz the Enlightened issues a decree of emergency and enacts martial law.
He completely purges the population of Northriver, burning the district to the ground and orders the beheading of over two thirds of its inhabitants. However, when the purging is done, the rulers of Navara decline his entry. The gates are later opened by agents of House Nesraf and House Bneurling.
Kairoz then declares hostile intent towards the king of Navara, Tobias Malion, claiming to depose him in the name of the people of Navara and the authority of The Four.
