Elders of Kumuldor
Introduction:
The Elders of Kumuldor is the ruling council of the Kumuldor region within Utican. The Council is selected by prominent Gold Dwarves within the city of Kumuldor from amongst the most prominent families. There are many paths to one of the five council seats, but most Elders are selected from wealthy families that track their lineage back to the initial founding of Kumuldor.Structure
There are five ruling Elders on the council at any given time. Each Elder is equal in authority and status. However, certain Elders do tend to gain influence over time through the formation of blocks and the manipulation of the selection process when an Elder's seat becomes vacant.
Culture
The Elders are slow to act and very prideful. They do not react well to criticism or suggestions that things can be done in a better way. The Elders are not completely resistant to change, but any change they do take is gradual and often pushed by necessity. Most recently, the Elders have permitted non-Dwarves to serve in the Kumuldor Army in the towns and forts beyond the capital. This change only occured after a horde of Centaur raiders massacred a company of Kumuldor Dwarves near Imeana.
Public Agenda
The primary goals of the Elders is to ensure stability within the Kumuldor region, promote trade with surrounding regions, and maintain what they call the "Gold Dwarf way of life." The Elder Council takes an active role in regulating the flow of commerce into and out of Kumuldor. At times the Elder Council will set prices, but in most cases they allow the market to dictate price.
History
The Elder Council was formed shortly after the Gold Dwarves left the newly formed Orc Domain to find a home for themselves in the mountains. Many Gold Dwarves still believed in the traditions of the Hellena Empire that had brought them to Utican in the first place. This led to the decision to imitate the ruling council model of government utilized in the Hellena Empire. However, unlike that council, which was elected by the citizens of the city of Hellena, the Elder Council would be selected from the oldest and wisest members of the leading clans, by the leading clans. The founders of Kumuldor believed this would create a governing body that was wiser and less prone to radical changes in public opinion. The structure and purpose of the Elder Council has remained unchanged since its initial formation.
