Bailiff, Gorgomoth
Within the culture and society of the Dwarven Cities of Gorgomoth, a Bailiff is a title held by someone given the authority to govern and administer a population or region by the ruling Clan Chief of each of the Great Clans.
Bailiff are appointed or confirmed by the Clan Chief and (typically) serve for life. They are the highest and primary administrator and justiciar acting in the name of the Clan Chief, sworn to keep the peace and ensure a safe and prosperous society for everyone living or working under their protection.
What bailiffs are not are military leaders with a position in the military chain of command. Bailiffs may have (most probably do have) some military experience, but they are not commanders of troops. That role belongs solely to the
