Lycinius Pertinax is the Visconte of Tor Diamas in the Regio Soliris. He is a 378-year-old Gnome that was one of the initial discoverers of the diamond deposit that is now known as the Town of Tor Diamas.
He is the official leader of 1,500 Gnomes that live and work at the mine, as well as the commander of the more than 400 armed Humans that protect the mine and the road leading to it. He is also one of the three names that the Charters were granted to, making him one of the wealthiest Gnomes in all creation.

As one of the grantees of the original Royal Charters for Tor Diamas, Lycinius is one of the wealthiest Gnomes in the world. His annual income from the mines exceeds 30,000 gold marques a year, and he has been working the mines for 14 years.
