Hillfar
Hillfar is the most important gnomish city, mostly known for its Skyport and its skyship building facilities, it is the only place on Toriel with the facility to and knowledge to build skyship.
Geography
The city is built on Hilly forest, than turn steeper the further north you go.Description
Hupperdook is a city of industry, where the majority of the Mechanical wonder of the lightfoot knigdom are forged and constructed. There is a large metallic archway that rises into a pointed entrance. In the metal are various rivets carved in that read "HILL," "FAR". The city is built into the side of a mountain. It is organized into a lower tier and an upper tier. At the base of the mountain above the lower tier, there are two winding switchback roads, a very steep staircase, and an elevator that ascends up to the second level.The Lower Tier
In the Lower Tier are a hundred or more dark workshops and towers that billow smoke from chimneys and stacks. Oversized cannons and flying ship parts are placed in the open spaces between these towers. The colors are fairly drab: browns, greys, and dark graphite metals. On the ground there is a faint layer of soot from the constant smoke. The lower tier consists almost entirely of industrial areas, and is divided into the western Ironlot and the eastern Assembly Yard.Ironlot
The Ironlot is where machines are developed and designed. There are large towers with large wheels that are affixed to them that are grinding. There are platforms rising up and down lifting building materials onto the higher levels. There are larger-wheeled platforms that have three or four bolt-throwers, 30 feet tall large siege towers, a giant battering ram, and a 15-foot cannon. This is also the place the firearms are designed and produced.- The Armavault, a heavily guarded long halls with massive alcoves, housing most of the city's funds, as well as war machines specifically set aside to defend the city in case of attack.
- Wounded Rogue, a place with grimy windows and that smell like burnt socks, one of the only taverns operating below the Idleworks Shelf.
- Winch Lift, giant steel platforms lifted by impressively large chains carry heavy equipment and large groups of people between the Ironlot and the Idleworks Shelf.
- The Omnismelter is a spiderweb-like formation of a dozen or so foundry warehouses that are connected by a series of hallways, allowing extraction of metals from ore on a massive scale. It smelts, purifies, and prepares a majority of the metal materials and ingots distributed throughout the lightfoot land.
- The Gearhole Prison is located towards the southern end of the Ironlot. Similar to the Armavault, its entrance is also a solid iron door built into the mountain base, but smaller (only 15 feet tall and 20 feet wide).
- Ironside Barracks, a bulding across from Gearhole Prison, lodging most of the soldiers stationed in Hillfar.
- Silberhaul Mines, the deep tunnels of ore veins.
- The Firemark Facility is the only sanctioned manufacturing den of blasting powder and black powder in the town, where the city's engineers and the lightfoot kingdom military continue to develop the experimental gunpowder technologies and weapons. The bulding itself is plain-looking and made out of red bricks and cheap metals.
Assembly Yard
The Assembly Yard is where all the machines are built. There is a roped section that is just pock-marked craters and scarred ground, which is some sort of a testing ground for whatever they have been working on over the numerous decades. The ground here is fairly barren and there isn't a lot of grass. But it is a pretty harsh scrub land with small bushes.The Upper Tier
The Upper Tier is the upper part of the city, which divided into three main sections-the Idleworks Shelf, the Silver Falls Grove, and the Skyport. It located about a hundred feet above the base level and is held up by a massive outcropping of leveled rocks. Along the the ridge lay hundreds of buildings and arches, occasionally dappled with an autumn-colored tree. Behind the city mass, there is a shimmering waterfall that cascaded from out of the center of the mountain, about 1000 feet up, that glimmered like silver-white light.Idleworks Shelf
The Idleworks Shelf is a lively district and the center of Hillfar culture. Most of the city's taverns, inns, and merchants can be found here.- Copper Flask, an alchemy and potion shop.
- Cozy Turtle: an inn built with an horizon back turtle shell as a roof.
- Firecrackers vendor: A thin, young gnomish man sells ten sparklers and ten poppers for five silver.
- Flower vendor: A middle aged portly looking gnome who sells flower strings for five copper pieces.
- Bent Binders, a book store that is closed in the evening.
- Steamy Smithy Blacksmith & Day Spa, a blacksmith and a day spa.
- The Schusters Butcher, a small building that is boarded up.
- Tinkertop Inventions, a workshop.
- Golaroxy arena, an hexagonal magical sport arena dedicated to Golaroxy.
Silver Falls Grove
The Silver Falls is a massive waterfall cascading a thousand feet from the top of the mountain, into a large lake, where columns of steam are rising up. Beside the waterfall there is a steam engine-type mechanism built into the surrounding rock that they use to fuel the furnaces and elements of the technology within this city. Around the waterfall are numerous thin, tall, and metallic, three-to-four story towers that have balconies and little windows. Inside live and sleep most of the city's residents.Skyport
Luxurious passage through the clouds themselves—it's a romantic idea cultivated to appeal to the wealthiest citizens of the lightfoot kingdom. As an added bonus, Skyships travel avoids the inherent dangers of a journey by land or sea, and is more readily available than teleportation magic. These beautiful airships range in size but generally are the same size as a merchant coaster. Skyships are held aloft and guided with the help of three or more enchanted crystals, which are installed along the hull or topside of the ship. Skyships are reserved for goods and individuals who want to circumvent the slow speed or danger of an ocean voyage and can afford the exorbitant cost of air travel. No commoner can afford to charter a skyship, and the lower classes of Toriel generally see air travel as just another way for the wealthy elite to lord their superiority over the poor. Others, however, see the majestic craft as aspirational and long to become rich enough to afford one, or skilled enough to pilot one. Hillfar is the city where the skyship are built and with an open skyport. Oakhearth also possess a skyport, a recent addition to the city. Few skyships in service will deviate from the dedicated shipping routes between these major cities.The harpy's passage
A makeshift highway across the city's rooftops used by thieves and vagabonds, in many cases at their peril. The passage link the skyport to the Ironlot. A makeshift course of rope swings, plank bridges and carefully selected rooftops that allow a nimble body to make swift progress across the city, the Harpy's Passage is know to most heives, burglars and second-story operators in the city, though most avoid it. It can be used to get from one end of the city to the other in a fraction of the time, if you're willing to take the risk. Successful travel along the route is at twice the speed of running through the crowds and twisted streets of the city. Each character running the Passage mus succeed on a DC 16 Dexterity (Acrobatics) checkto run the Passage for every 100 ft. of travel. An unsuccessful roll sees the character fumble and slow their pace,moving slower than they would on foot. If they fail the roll by more than 6 than the character falls.Rooftop Hazards
Jumping from one building to another requires a DC 10 Strength (Athletics) check to make the distance, as well as a DC 10 Dexterity (Acrobatics) check to stick the landing. Failures on either check lead to a fall. Running along a rooftop is precarious at best and deadly more often than not. For each character traversing the rooftop, roll on the Obstacle ALong the Way Table to determine what they'll need to avoid. Because roof-wallking requires a light and dexterous step, character in heavy armor roll at disadvantage on any save related to these hazards. Obstacle Along the Way1d4 | The party encounters... |

Society
During the day the pavilions in the town are empty and rare are those just taking a walk, but they are rushing from one place to another or shouting commands.City's got a lot of gnomes, and they're filled with industry, and they work all the time. But at night, they party. Work hard, party hard. It's what that city's all about.Steam whistles and oranges and red fireworks go off signaling the end of the workday. And the streets suddenly come to life as people began to rush out of buildings, taking off their work clothes and rushing off to home to unwind. Typically, citizens party until they pass out, wake up, take a couple Fuse, and then go back to work, and the whole process repeats.
Law
The city boasts a military force. Use the Guard Arrival Times table to determine how long it takes for guards to arrive at a location after a crime or similar incident is reported.Demographics
The majority of the city's citizens and workers are gnomes, with the occasional halfling and some elves and half-elves. Both male and female gnomes can be seen working in Hillfar's factories and foundries. The population is 12,090, with 76% being gnomes, 10% halfling, and 8% elves.Geography
