Built on a precarious crossing of true-ice made by their Cobalt Dragon, Blipio is the home of the winter dragon sorcerers. In addition to the massive chasms around it and the walls of true-ice imprisoning a variety of monsters of lore, Blipio is also surrounded by mundane and magical traps designed to ward off intruders. Its current leader, the dragon sorceress Regarda Sendmai, maintains its current contract with the Cobalt Dragon. In exchange for protection, magical gifts and scaffolding for their city, the gnomes provide the dragon companionship, labor and access to the outside world.
