Treaty of knowledge

Ask in any library, college, or center of knowledge connected to The Draconic Library to see the Treaty of Knowledge, and a clerk will bring out an open tome-sized diamond, those institutions connected with rulers will also have a small scroll connected to it. While many think, at first, this connects to the actual treaty, they quickly learn all the diamonds are connected and are the actual treaty itself, with the scrolls being a magical conduit to add signatures.   The first 'page' of the diamond holds the actual treaty, while the second page also holds the current signatories bound by the title. While readers can scroll back and look at the previous signatories, most don't due to the sheer amount. The Treaty of Knowledge is the only treaty in Undinia that is signed by every new ruler of an area, making it more of an oath than a treaty at this point. Having said that the few times rulers have refused to sign, their lands quickly empty of not only Seekers of knowledge but the knowledge of the Draconic Library, with scholars from that land being refused entry. This causes most to quickly rethink their position. The exception is the Civipish, who have never signed and don't seem to care, and the Shifters who while never signing, treat the Knowledge seekers as if they have. In both cases, the lack of hostility and open sharing of knowledge has allowed members of both groups to enter and use the services offered by those protected.  

Protection of knowledge

The treaty is an assurance that the states of the signatories, that they will not only allow knowledge seekers to roam through their territory unmolested but also take no action that deliberately leads to the destruction, or hampering of knowledge.  

Benfits of signing

While the treaty is primarily to protect knowledge, several benefits are associated including Loreholds in various locations around the state, with access to acquire information from the central archive. Citizens of the state are also allowed to enter Drake Vil and the Sepa academy for the purpose of studying unacosted.
