Government
The government of United Britannia and Hibernia consists of two major institutions: the Council and the Magisterium.
The Magisterium is considered the ultimate body of power in UBH. Although the Council oversees all of the daily business of UBH, the Magisterium has the ultimate authority and can overrule the Council if it chooses (it very rarely does). The Magisterium's secrets are numerous; no one knows the identities of the members, how they are chosen, or even what business keeps them busy enough to meet twice a week. As far as the population of UBH know, the Magisterium is there for two reasons: to oversee the Council if the Council oversteps its bounds and to test witches for their Exams and Promotions.
The Council of UBH is the second-highest level of government. It is the judge, jury, and executioner: they create the laws, enforce them, and ultimately punish when those laws are broken. Located in Ilyrium, the Council is an elected body. The Council is an elected body. Members are elected every five years and typically, members serve for a lifetime because only very rarely is a member voted out. The Council has 250 members total. It is headed by the Council Minister. Ultimately, the Council is under the control of the Magisterium, although the Magisterium rarely interferes in the Council's every day business.
The Immortalium is a multi-generational family connected to the Magisterium.
There are five main political parties in UBH: Reformacione (extreme liberal), Progressus (liberal) Statera (moderate), Optimatium (conservative), and Traditum (extreme conservative). Currently, the major issues on the witches of United Britannia and Hibernia's minds are Magisterium/Council control, individual control, human contact, and criminal punishment. Anyone that lives in United Britannia and Hibernia is eligible to run politically once they turn eighteen and anyone can vote at the same age. The only political positions available for vote is member of the Council.

Show spoiler
In fact, the Magisterium consists of only the Immortalium, the family that founded the Magisterium in 61 CE.
The people of UBH have no idea the Immortalium is the Magisterium; they believe that the members of the Magisterium are elected semi-regularly in secrecy, and their identities stay confidential.

Current status
For much of UBH's history, the witches have enjoyed the status quo: no war, minimal illnesses, no pestilence, famine, or any other dreaded thing humans have had to worry about. As such, the government has run rather unchecked, and its power has grown to such an extent that many witches are beginning to notice the large amount of control their government has.Basics
