Council

The Council of United Britannia and Hibernia is the second-highest level of government. It is the judge, jury, and executioner: they create the laws, enforce them, and ultimately punish when those laws are broken. Located in Ilyrium, the Council is an elected body.   The Council meets every week, and most meetings are open to the public (although some meetings are held in secret). Within the Council, laws are passed with a 2/3 vote, and judicial decisions are made with a 3/4 vote.   Ultimately, the Council is under the control of the Magisterium, although the Magisterium rarely interferes in the Council's every day business.

Structure

The Council is an elected body. Members are elected every five years and typically, members serve for a lifetime because only very rarely is a member voted out. The Council has 250 members total.   The Council is headed by the Council Minister.

Public Agenda

The Council serves the people, and supposedly always serves the people's needs. However, many members of the Council put their own needs before the needs of the witches of United Britannia and Hibernia.

Assets

The Council's wealth comes from taxing their people as well as a vast amount of land mass. The Council is never in defecit.

History

The Council was founded in 61 CE, roughly a decade after the Magisterium. It was founded because the Magisterium felt as though they no longer wanted to handle the everyday business of UBH.   For the first millenium of the Council's existence, the Magisterium appointed members. In 1090 CE, the witches of UBH protested until the Magisterium allowed for them to vote on their own members to the Council.
