Ir'aal

The main policymaking body of The Consortium, is elected by (and typically from) the merchants who do business within Kli'ir. It consists of three separate assemblies called Doma. They meet in the holy city of Ir, somewhere out in The Sand Sea.

Structure

There is the lower and upper Doma who handle contract policy proposition and approval respectively. With the third Doma, the Ir'kaal, being a special council elected by the other two with the power to levy taxes, apportion spending and to confirm both Adjudicators and Executors.
