The Duchy of Madgeburg

Magdeburg is anomalous among the realms of Valeria in that it is a republic, governed by a council of oligarchs who elect their duke. The Duchy primarily consists of the massive port city of Magdeburg, which sits straddling the islands in the delta of the River Vale and a scattering of outlying settlements. Given this location at the gateway to the North Sea and the valley of Valeria, their economic power is unrivaled, even by the kings of the Magnas dynasty themselves. In addition, Magdeburg hosts the Holy Cathedral of the Church of the Celestial, making it the de facto seat of power for the state religion of the Kingdom of Valeria, and arguably its true cultural and economic capital. 
Magdeburg is largely left unmolested by their lieges in Arnas, due to the fact that inertia seems to be the only factor keeping the city in line.
