Sahuagin

Sahuagin are low intelligence aquatic humanoids, sometimes known as "kobolds of the water" for their similar tactics of laying traps and swarming their victims. Though physically very different from kobolds and somewhat less intelligent, they are dangerous, especially to trade ships and make pirates often target areas where sahuagin congregate, laying anchor at distance in order to take easy pickings from a ship that has been attacked by schools of the creatures. Sahuagin will mostly leave valuables alone, and are much more interested in the meat of their victims. Triton and merfolk both see sahuagin as dangerous pests to be exterminated despite their sentience, as both species regard themselves as so much more developed that they barely register the sahuagin as being self aware or capable.
