The Luminforge Syndicate
The Luminforge Syndicate holds its capitol in the Elysian Bastion Stahlrest and holds claim to must of the eastern regions of Vasara. The people here saw the rise of industry save them from the unending darkness that swallowed most everything else whole. Citizens of the Syndicate, as a result, are hardline pragmatists. One's worth is tied to what they can do or provide for society as a whole. Those that are good at doing something, and sell those services, are to be registered in the appropriate Guild. The Syndicate runs off of a massive Guild system, whith those that have been the most successful in their craft rising to the tops of their respective Guild. Those at the heads, formally refered to as Barons, are automatically the people that are expected to govern. These Barons meet frequently, and as a whole they are known as the Capstone Authority, as they are seen as the pinacle of what one can become.
Structure
The Luminforge Syndicate is governed by a collection of extremely wealthy and influential Barons called The Capstone Authority. These Barons meet to discuss governing policy, laws, taxes, and industrial focuses, among other things. Each Baron representative within the Capstone Authority are the heads of their guilds. As such, the government functions very similarly to an Oligarchy where no one man rules everything, and compromises are common.
Culture
Children are raised to find something they are interested in. After young students complete their essential schoolings, they are screened for their preferences, likes, dislikes, and general skills. This allows the Guilds to filter the students based on what they're capable of, and what they want to do. Depending on whatever they receive from their screening will dictate what they are able to specialize in, and what Guilds they can join.
One's worth is dependant on what they can bring to the table. As such, those that specialize in engineering or artifice are held in a higher regard than those that specialize in the arts. Those that do go into the arts are expected to be successful in what they do, and to provide something of value to others. People that fail to provide something of value to the Syndicate are often cast aside in the outskirts of whatever city they find themselves in. Those that fall through the industrial sized cracks in society are often called Stains, as a reference to their failure being a blemish on the Syndicate.
