The Wissan Dominion

The Wissan Dominion is primarily centered around the Elysian Bastion Eo' Wissae, but encompasses the majority of the western coast of Vasara. The majority of the Dominion is set up in such a way as to facilitate the lives of its student body, as these students make up a sizable portion of its entire population. Massive universities can be found across the capital in Eo' Wissae, where students bustle to and from their classes.
 
The ruler of the Dominion, Headmaster Venefic, can be described as an Enlightened Despot. It believes that the people can not rule themselves, and that it knows best. As a compromise to the common masses, it has allowed elections to take place within the region, but only among highly educated and intelligent individuals. These elected officials serve on The Enlightened Board, and are the educated people's envoys to the Headmaster.

Structure

The Headmaster is the final arbiter of issues regarding the Dominion. It prefers to make its decisions alone, as it believes that everyone else is beneath it. However, to keep the general populace complacent, it allows for a select set of individuals no greater than a hundred in number to meet and discuss policy. These individuals gather under what is called The Enlightened Board and they are, essentially, the educated people's voice to the Headmaster. Once a week, these people gather in a large senate-adjacent room in a building called Fundemental Hall to meet with the Headmaster and discuss policy. Those that head the many universities around Eo' Wissae, often refered to as Masters, act as regional governors and politicians. The Masters of the universities report to one of the members of the Board should they have any questions or concerns about leigslation.

Culture

Every child in the Dominion is put through years of rigorous schooling, as they believe it was academia and knowledge that kept civilization from being consumed by the shadows. Only those that are enlightened enough can be considered true citizens of the Dominion. At the end of their education, every student undertakes a massive test of their cumulative knowledge through the years. Those that pass this examination are called Brights, and these students are able to seek higher education and actually vote on who rules the nation. Those that don't pass are called Dims; they can own property and run businesses, but the government does not see them as being able to govern themselves. Dims are unable to seek higher education and more importantly, can't vote for the members of their government.
 
This isn't out of malice, of course. It simply comes from an incredibly patronizing view in the Dominion that sees academic acomplishments as the most important thing a person can do. Those that can't succeed in academia simply can not rule themselves, as they lack the thought processes to make the best decisions.
