Upper Rise

The Upper Rise is the section of Zagrean closes to the cliffside. It is made up of the King's Rise, where to royal palace is, and the Tomes District, where the Academy is based. As the name implies, it looks down over the rest of the city, rising a good eighty feet over the middle rise. The streets in the upper rise are crisp and clean, with well manacured lawns. Access to the Upper Rise is strictly monitored, with paperwork checked at every entrance, and regular patrols watching the cliff face for scaling.
