Galactic Imperium of Stellar Communities

Humanity always prevailed. No matter how dark the days, no matter how hopeless. We will Prevail, even if the forces who resist change, do their best to undermine us. We will Prevail.

Overview

In the year 2623, after the dissolution of the Galactic Community, the Galactic Imperium of Stellar Communities (GISC) was formed with the promise of ensuring peace and security in the galaxy. Many nations were tired of dealing with massive-scale issues, so they welcomed the GISC's centralized government and unprecedented reach and power.   However, the formation of the GISC was not without controversy. The United Roman Empire, the protector of the Community, took advantage of the moment of weakness and enforced the formation of the GISC. The Genzian Order and its allies and protectorates withdrew immediately after the vote. Other nations, including the former ally of the new Masters of the Galaxy, the Araj Commonwealth, dropped out of the GISC individually.   Despite the withdrawals, the GISC established itself as a centralized government with control over the resources of all its members. It constructed a navy based on the Roman model and is slowly building to reclaim what was once part of the Community.

Structure

The GISC operates under a complex system that merges democracy, aristocracy, and monarchy. The Imperial Community Council is the central governing body of the GISC, consisting of the political leaders of all its member nations. This council serves as the chief executive and is responsible for proposing and debating laws. The President Councilor, who is appointed by the Council, heads the government and receives support from a team of advisors.   The Galactic Community Senate is the second legislative body, comprising appointed officials and representatives of the nobility, who hold 33% of the seats. The Senate votes on the laws proposed by the Council, and its approval is needed for any law to be passed. The First Custodian, who is appointed by the Senate, serves as the head of the Senate.   The Galactic Court of Justice is the highest court of the GISC and has jurisdiction over all court cases on the GISC level. It can review any law and veto any law that violates the Constitution. The members of the court are appointed by the Senate and serve for life.   The Galactic Empress, who is the head of state, can veto any law, introduce her laws, declare wars, and expel member nations. However, in practice, the Empress usually delegates the law-making process to her appointed officials and takes direct control only in times of war.

Demography and Population

The estimated total population of the current world is around 7 quadrillion. This population is unevenly distributed across various empires, fringe systems, fleets, and habitats. Due to continuous colonization, it is difficult to determine the actual value of life. However, the previously mentioned number is the best estimate based on the known numbers of the most populous planets and the average population density of star systems.

Territories

The GISC Holds the most Space in the Milky Way Galaxy but Borders are hard to define in space. Most Consider it to be true though.

Military

The Military Structure of the GISC is Roughly Split into High Command, The Navy, The Ground Defense Forces and Special Forces Command

High Command is itself split into 3 Headquarters.
The Imperial Supreme Command , Imperial High Command is the Highest Authority and Situated in the Strategic Coordination Headquarters. A Starbase Floating between Mars-Sun L1
The Imperial Space Command , Imperial Space Command is Responsible for all Naval Affairs and is Situated on Roma Magna itself.
The Imperial Ground Defense Command , Imperial Ground Defense Command is Responsible for all Ground Conflict Coordination and Proper Logistics Lines in case of Combat on Celestial Bodies or within Stations.
The Navy is Split into 4 Large Organizations:
The Classis or Fleets are Considered the Combat Fleets. Their Duties are very Narrow in Scope and have a High Level of Autonomy.
The Sector Navies are its bigger Brother but less well Organized, Trained and Entirely Focused on Defense.
The Marine Corps Handling all Security and Planetary Assault. The most common sight of the Navy.
The AI Battle Fleets a Special Division and Currently Experimental. Designed to Elivate and perhaps replace Sector Navies.

Foreign Relations

Overall Relations are cool, after the vote in the Old Galactic Community to be turned into an Imperium.
Large Opposed Nations like the Araj Commonwealth or the Genzian Order have formed their own, new International Communities to Counter the Imperial Influence and maybe, restore the Old order.

Laws

The GISC Law is quite flexible, allowing each Empire to adapt their own laws as necessary. However, there are some important laws that apply to all Nations under the GISC.   The most significant law is that Galactic Travel is taken very seriously, and any tampering with Gateways is considered High Treason, punishable by Public Execution in the Local Sector.   Additionally, all Leaders within the GISC are required by law, under the Capacity Boost Act, to enhance their minds and bodies with specialized equipment such as Gene Editing or Cybernetic Implants. The goal is to improve leadership capabilities for the greater good of all.   All life under the GISC is protected. Pre-sapience creatures, like cows, dogs or other animals, cannot be tampered with outside of natural means. Conversely, sapiens life, like any cultured species, may be enhanced. Established species may not be tampered with, but they can consent to enhancement as described in the GISC Capacity Boost Act.   Slavery is permitted only if the species in question is considered otherwise useless.   All interspecies marriages are permitted.   Finally, citizens of the Empire, as long as they are not owned directly or work directly under a Lord, may settle any unclaimed celestial body as their own.

Agriculture & Industry

The galactic industry is both large and centralized. Planets like Earth have recently unlocked the secrets of turning energy into any matter needed, making them above the direct need for outside materials. However, this is not the case for every planet, system, or habitat. Due to this, there are large gas giants encased in a super greenhouse to produce untold amounts of food to be shipped across the empire to feed it. There are also agricultural worlds that produce a lot of food but due to the complexity of lifting it out of gravity, they are done less so nowadays. Most commonly, planets some form of self-sustainment for security and ease of mind reasons. This has led to a small culinary explosion with every inhabited place having little rivalry over their food and its quality.   Mining is done by either large corporations or noble houses. Regardless of who does it, they all use either whole asteroid mining, planetary cracking, or planetary mining. Whole asteroid mining describes entire asteroids getting pulverized, sorted by resource, and then shipped out. Planet cracking works similarly, only it first has to get turned into asteroids.

Trade & Transport

Transport of Goods is done by, usually, Massive Freighters carrying either Raw Resources like Raw Ores, Produce, or Gases. Their Size is Titanic, and some of the biggest Freighters can carry up to 1 Billion Tonnes of Goods.
These Freighters Carry their loads to Terminals or Refinement Stations. From there, their Load gets Produced into something some Intermediate Product depending on what the Local Tech level is. In High Tech Regions, Raw Ores get turned into General Ferrous or Solid Mass to be used and Transformed into whatever the Factories or Local home. On Mid Tech Worlds Ores get Separated into low and High Grades. Low Techs into Each Element.
From that Step, the new Stock gets moved to various Places on Smaller Transporters, usually intermediate-sized with around 1 Million Tons of Carry Capacity. Stations, Shipyards, Planetary Interfaces, etc.

Assuming The Raw Resources or Intermediate Step is too far away from a World or a Specific System or Region that Requires More than the local Economy can provide, they can order from other Stations to fill the Supply Shortage. Surplus Gets stored In Space usually and is easily loadable on Transporters again. Sectors sometimes Opt to have a small tax on these for strategic reserves of Various Resources. This Can include everything from Freighters to Entire Factories kept in Reserve.
