The Under Empire
The Under Empire is the massive inter-continental subterranean empire of the Thazorak that holds uncounted miles of tunnels and passageways that stretch from the ice-capped mountains of Nordria to the damp swamp lands of the Aerolands. Though the Under Empire is perhaps the largest nation in the known world it is also perhaps the most unstable. Though it is technically ruled by the The Pox Court they are all but helpless to contain the hundreds if not thousands of inter-clan warfare and feuds that have been waged for the past millenia. As such the Under Empire stands as a loose confederation of small clans united only by their utter belief in the one they call The Great Horned Rat.
Structure
The Under Empire is technically ruled by The Pox Court, which is a council of 13 leaders from any of the various clans who have been granted unnaturally long life and granted their seat of power by The Great Horned One himself. Despite having 13 seated one is left empty as a symbolic tribute to the Great Horned One. To be chosen should a former lord die one must bathe in a vat of the The Great Horned Ones most potent plagues in a ritual known as "The True Cleansing". These positions on the council are highly coveted positions and as such many lower clan leaders have tried to "Make an opening" within the council, but the positions have largely stayed the same since the empires inception.
While the council has absolute control, getting anything done politically is a lengthy process of endless schemes, blackmails and assassination attempts and the council has never cooperated in any endeavor. This however is good in the eyes of The Great horned Rat as he finds this very entertaining, but should the council ever agree and unite it is very unlikely the world could withstand the full united fury of The Under Empire.
Culture
Within The Under Empire every citizen has very simlistic goals, survive and attain enough power to control those under you. To a Thazorak, there is no such thing as pity, remorse, compassion, or cooperation. There is simply survival, survival in a turbulent society that only spares those that possess the brute strength, extreme cunning, and the vicious instinct to outmaneuver and kill the opposition, no matter the cost or the body count of either friend or foe.
Assets
The Under Empire posesses an almost infinite amount of manpower and that number is ever growing. the only thing preventing this endless swarm from drowning Vitanova in virulence is the fact that Skaven clans fight eachother more than they bother to fight any surface dweller.
