The Conclave take their role in the Bloodtrack Clan very seriously. They see themselves as guardians to the people of their clan. Without their presence and negotiations with the Fey of the wood their city could be overrun or at the least under constant threat of attack.
As such they keep their secret as members of the Conclave very seriously, some of the deals they must make would be viewed as barbaric and unconscionable by the general public. If they knew what had to be done for their safety they surely would be outraged. Any member who even mentions the existence of the order in mixed company would find themselves quickly disappeared from their home.
History
The Conclave has existed even longer than the The Tribal Accord. The Bloodtrack Clan regularly wandered along the treeline of Gredel Forest for many decades before the clans agreement was established. They often would have run ins with fantastical and vicious creatures when hunting in the woods. During this time Folco Bloodtrack came in contact with a representative of Count Orchid, the apparent leader of the fey creatures that lived deep in the wood.
Chief Folco Bloodtrack and Count Orchid came to an agreement and formed The Cavat Pact to prevent conflict between their peoples, at no small cost to the Bloodtrack Clan. The Conclave was formed per the pact to act as representatives of the clan and were the only ones who would be given safe passage amongst the fey.
The Conclave slowly grew over the years, starting with just a select handful of members to the dozens strong it is now. After about a decade Folco Bloodtrack handed over control of the Conclave to Vathir Bloodtrack who served as his second from the beginning. Once this ocurred the Chief was separated from the Conclave. He was still informed of any major developments but the responsibilities were largely separated.
Over the years the tributes given have been altered and adjusted through continued negotiations. Regardless of the content of the tribute the Conclave handles procuring and delivering it. The original tribute was quite severe, the fey are not known for their charity or kindness. The nightmarish stories of their cruelty and deviance is not exaggerated for the first tribute was to be a young child. The chief agonized over this, he had already agreed to the pact breaking it would result in a full scale war which he new his people would not win. Concerned for the greater good he sent his second Vathir Bloodtrack to abduct a young child in the night. Since then the tribute have variated from simple gold tributes, to materials, and back to children. All have been done in the name of peace with the fey.
