Department of Documents

This is the place for tax records, ship registration, property deeds etc. for all of Vyra and most of the Borean Alliance as a whole. It is located in the Halls of Justice in the inner ring of Celeb.
The department suffers from frequent delays and occasional hauntings. 
In 2457 there was a disruptive ghost haunting the basement, leading to the longest queues and longest wait times in the history of Vyra. Proof that the ghost had owned a property wrongfully seized from him during the construction of the outer wall persuaded it to calm down and leave. Unfortunately there were several documents misfiled following this incident which led to further delays for the next few months.
