Conciliat Panharmonica
The Conciliat Panharmonica is a council of eight individuals who sit at the apex of Juran governance, and by extension also rule the neighbouring nations Kallor and Nurin. They are based in the mountainous inner sanctums of Esclabor, overlooking the Holy City of Calm on Margulis Mons, in the far Voideastern reaches of The Lorent. It was created by Olcadan of Dhund shortly after his ascension to power and the establishment of Jura as a Holy Empire.
Each Conciliat member is the head of a Holy Order, each responsible for an aspect of governance. They believe when all eight aspects are in balance, society achieves a state of "harmonious consilience" after which the council is named. The Conciliat favours subtle methods hidden behind layers of causality, like a billiards player using one ball to knock the other into the pocket: this achieves harmony instead of a more forced consilience, and a harmonious citizenry bends with their guidance rather than breaks.
Highly secretive, very little is known about the Conciliat save for what they choose to divulge. They make no secret that they rule (all decrees are guaranteed by each councilmember, by birth name and unique arcane scent), and rule absolutely (there's a conspicuous absence of any common rights that would supercede their decisions). Nonetheless approval for the oligarchy seems genuinely high amongst Juran and Kallorian citizens.Description
