Mithael Cartel
The Mithael Cartel is a prominent criminal organization in the Silver Undercity. Led (as far as anyone knows) by Alaena Olliphan, it is whispered that not a single illegal stim, black market gun, or hushed secret passes through the Silver City without the Cartel getting its cut.
Nobody knows how the Cartel has weathered all of the recent Arbites Sweeps of the Undercity, though some speculate that the organization holds blackmail material against the governor himself.
