Imperial College of Magic
The Imperial College of Magic (ICM) is the oldest standing organizations in the known world, consisting of mages, wizards, artificers, and other magic wielders or users looking to expand their arcane knowledge. The ICM is overseen by the Mage Counselor and the Council of Nine, and then broken down into further departments according to their arcane category.
While dominated by wizards and artificers, the ICM allows anyone from any arcane discipline to join the college, and several high ranking positions are held by spell casters where their abilities are innate (i.e. sorcerers) or given (i.e. clerics, warlocks), although no Mage Counselor has been anything other than a wizard or artificer. It should be noted that it has been over 150 years since a druid has held any significant position within the ICM, and outside of using the ICM for occasional research, druids do not care for the politics and agendas involved in and around the ICM.
The ICM's main mission is "The Pursuit of Knowledge Through Magic", although their influence far exceeds that of a normal academy and extends itself as a counter balance of power to the Imperial Dynasty of House Ivanov. It should be noted that technically, the ICM is not a part of the Rurikid Empire and existed well before the empire formed. It is common knowledge that rules within the ICM forbid direct interference from members to interfere in external conflicts, and most high ranking members of the ICM view House Ivanov and the ruling kingdoms and families as more of juvenile nuisances to their individual goals then as a ligament power that could control or destroy the ICM. Any magical user found directly involved in war, except in defense of themselves, the college, or innocents, is barred from ever using attending or using ICM resources again.
