Easily identified by her blunt, no nonsense attitude, very little is known about Cutter, one of the most powerful and feared dragons in Geolga. When she entered the scene is unknown. How far her influence reaches is unknown. All that is known is that she is quick to lash others with her tongue or claws and there is debate over which hurts more.
Official records place Cutter in the human lands in the year 820 AR, but some suspect she lived there long before then. It didn't take long before she made her move and established herself. In just 5 years she managed to become District Lord in two different city-states. She used her influence to start a very successful and controversial brothel. Through it, she's amassed a long list of rich and powerful clients. Now she's called the "Mistress of Information" and sells secrets of the high and mighty to the highest bidder.
75 years later, and Cutter is still a force to be reckoned with, commanding respect from the highest forms of human and dragon government.

Cutter is something of a teacher and mentor to Rowen, teaching her about the outside world and the lives of dragons both clan bor and domesticate. Despite this, Cutter refuses to get too close to the younger dragon for reasons unknown and oftens treats their relationship as strictly business. Rowen fears this is because she is a domesticate and strains their already limited relationship.
History
While Cutter and Glee have never had official dealings with one another, each is aware of and respects the other. Glee has often suspected that Cutter keeps a close watch on her, but she knows better than to try to tangle with the dangerous Matriarch.
