The Gnomes of Hillderan learned of the properties of various crushed materials, including Cobalt Residuum. They discovered the properties of Pavian Blackpowder as well as the enchanting properties Cobalt Residuum has.

Discovery

The origins of how Cobalt Residumm started in Hillderan are unknown. However, some scholars believe Hillderan was the first settlement of any Gnome survivors of the destruction of Arpyneaketh. They also think that the process of creating Cobalt Residuum hasn't changed since that time.
