Begin Playback:: <female voice begins recounting her time within, and ascension from, The Network. per the request of Frank> We met under strange circumstances. <satisfied sigh> we were at a festival celebrating the odd life of those topside. I never really understood why anyone would want to live topside. So....dangerous, dirty, painful. But there he was dressed head to toe in topsider gear minus the signature revolver, which of course was far too hard to acquire. He stood there with this stupid smile on his face like he was going to head up any minute now, as if the surface tunnels hadnt been lost for an age. He locked eyes with me smiled and said in character “little thing wheres your gear? You wont last 6 hours without an echo if nightfalls!” He flashed a stone pinned to his jacket. It shined brilliantly, a steady golden light. It was amazing! A sol stone! Same as the ones that line the network cavern ceilings, but too small to be from the ceiling. Portable sol stones like these only come from the strata above the network! “Like it? Family heirloom from back when the upper levels were open.” He smiled at me and we both felt like we reconnected with someone wed known our whole lives. We fell in love as the young do. And months turned to years. But we werent kids anymore. (edited)

Structure

Magistrate: lead officer who administers the law to those few who who make grievous enough crimes to be noticed and speaks for the rest of humanities civilizations who remain in the network.
The rest of the topsiders are treated much like gold rushers though in this case instead of keeping whatever treasure they have found they are compensated for it and more topsiders are called to exploit the new resource.

Public Agenda

the Topsiders are to go beyond the network and find new materials and technologies to bring back to humanity and recolonize the surface of earth.

A nearly limitless supply of highly skilled Humans emerging from the network as frontiersman make the topsiders a global player.

History

After the discovery of exits from the network Humanity began selecting frontiersman to explore and exploit the new surface they had found.
