Governor Hrenkahn

Hrenkahn is a loyal warrior hobgoblin and strict, firm governor. He wears bright red armor in lots of places and practices his swordsmanship often.
He is governor in name only. In actuality Princess Hotaru and a council of allied clans runs things like they did pre-empire. Keeping their system of government was part of their agreement with the Empire.
