Gellan runs a profitable trading company that deals primarily in textile and lumber. He shows great suspicion for this grandiose royal plan of making Saltmarsh a major trading hub.

Councillor Primewater is a dapper, well-spoken, older gentleman who sees himself as a patron of the arts in Saltmarsh. As such, he maintains his neatly trimmed beard and expansive wardrobe of haute couture. (Although he is several seasons behind the fashions in larger cities like Niole Dra or Greyhawk).
In town, he spends lavishly to fund a variety of feasts, entertainments, and other diversions. A true socialite, he tries to invite everybody to at least one of his parties, but closer inspection shows that this practice is far from egalitarian as he favors those who positions are favorable for a quid pro quo. Ever a slave to his vanity for the love the populace has for his street parties, he assiduously ensures they occur at the best available times semiannually.
Although elected to the town council, he has little interest in the day-to-day operations and instead spends the lion's share of his attention on his textile and and lumber exports that provide for the personal economies of his employees and himself. Over the years, through crafty maneuvering, he has positioned his family to be the most prominent merchants in town. However, his position does not exempt him from the port inspection methods that Eliander Fireborn has instated, and his consternation is palpable as he regularly rails against its effect on the per-ship turnaround time. In fact, he is quite concerned about the size of his margins should Saltmarsh become a commercial hub for this side of the Azure Sea, then there will be more local competitors and his business will suffer due to narrower margins.
