The Lords of the Sea
The Empire of The Isles was born from The War for the Isles, a war between the nation of Elenorn and the people known as Isladers. The war was begining to fall in favor of Islanders until, due to traitorous activities, Elenorn began to push deeper into Inlander territory. Enetually a hero arose who led his people to victory over Elenorn, ending the war and bringing peace to the The Speckled Sea. This hero was Arkantos Exion and the Islanders proclaimed him to be their Emperor, champion of Umberlee, and the divine ruler of the Isles. With this power, responsibility, and honor, Arkantos unified the Isles and began to raise an empire to rival any before and to come. The Exion lineage would go on to create the largest navy on Ümbria and one of the greatest nations on the planet.

Culture
Much of the shared culture between Imperial Isles revolves around the Imperial religion, the worship of Umberlee. Imperial citizens believe they are the chosen people of their goddess and that through their divinely chosen ruler, the Emperor/Empress of the Isles, they have the divine right to rule the sea one day. The outward perception of Imperials is that they are confident and very sure of their place in the world. The general mindset of Imperial citizens is that the Empire will rule the world one day and that anything they can do to help achieve that goal is well worth their time and effort. Surpassing the rest of world in culture (Art, Music, Writing, etc), technology (military and domestic), and control (politically, militarily, religiously, and/or culturally) is the prime intent of Imperial citizens.

Almost 100% of The Speckled Sea is under Imperil rule with control begining to be push over the northen waters of Yiria.
Religion
The nationally recognised religion is the unwavering worship of Umberlee, goddess of the seas. Church members are greatly respected by Imperial and foreign citizens for both their power and knowledge.
Mythology & Lore
The Emperor/Empress of the Aisels is seen as the divinley chosen ruler of the Empire and through them, the citizens of the Empire believe themselves to be the chosen to rule the sea.
Divine Origins
Ever since The gods War the Isladers have continued to worship Umberlee in a varity of ways. Once the Church of Umberlee was officaly founded, the worship of Umberlee has become much more organized and uniform.
Cosmological Views
The forces of order and chaos were once at war until Ao created The Materium. Within the Materium, Umberlee is the goddess of the seas. Imperial citizens see Umberlee as the most important goddess to them as well as possibly the most powerful goddess seeing as she is in control of the element that covers the majority of Ümbria.

Legislative Body
Each major island is overseen by a Governor. Each island is part of a sector which is overseen by a Lord. Each Lord answers to one one another by being on the Council of the Isles. The Council reports directly to th Emperor who in turn reports directly to Umberlee.
Umberlee is the ultimate authority with her will being directed through the Emperor.
The Emperor gives the Council the authority to create laws in respect of the Empire as a whole as long as said laws do not conflict with anything dictated by the Emperor.
The Lords create laws in respect of the sectors under their watch as long as said laws do not conflict with anything created by the Council.
The Governors create laws in respect of the island under their watch as long as said laws do not conflict with anything created by the Lord of the sector.
The Emperor gives the Council the authority to create laws in respect of the Empire as a whole as long as said laws do not conflict with anything dictated by the Emperor.
The Lords create laws in respect of the sectors under their watch as long as said laws do not conflict with anything created by the Council.

For minor cases a town council or town leader may pass judgement.
For major cases and/or dangerous defendants/suspects, The Imperial Enforcers may be called in to find, capture, escort, or eliminate said defendants/suspects.
