Mahr
Mahr is the name of the vast undercity located within the Crevasse that cuts through the centre of Haven. Haven's authorities have a diminished presence in Mahr, with the Chem-Barons holding most of the real power.
Mahr is comprised of three primary sections, the Promenade , the Mezzanine, and The Sump. These levels, or zones, are not discrete entities, but blend from one to the next as one travels up and down the Crevasse.
Government
Mahr has no official government to speak of, but several factions, including the Chem-Barons and various criminal organizations, hold power over various parts of the city.
