Atheneris
Athenris is the Sky Elves' mountain stronghold, nestled among the jagged peaks of The Razor's Edge. At first glance, the city seems small, but miles of underground structures are built deep into the mountain, providing shelter from the elements. It is here Queen-General Ghillain Avecire holds court, commanding the movement of her troops, managing the country's meager resources, and passing judgement on those found to be criminal. Stark and utilitarian, Atheneris has little to offer in the way of hospitality for guests and residents alike. The city is run as a military base, with every detail of daily life strictly regulated, including food rations, work schedules, and water usage.
Like all of Lasceye, Atheneris is run by it's military, with the Captains and Lieutenants ensuring order is maintained. In a world where resources are scarce and danger lurks around every corner, even the smallest of disobediences are punished harshly, often viewed as sabotage or treason. For a citizen of Atheneris, the gravest punishment is, of course, banishment. Though there are few exiled, this punishment, reserved for the worst criminals, is the ultimate disgrace and is more often than not, a death sentence. The exile is thrown out into the snow to make his own way, no rations or weapons, nothing except the clothes on his back. He is branded with an X on the back of his hand, marking him so that he might not find shelter with any of the other Lascyan cities. Most of these exiles die, either from exposure or at the claws of the many beasts that roam the mountains.
