Xavier Santistevan is the head of The Inquisitorial Order . As High Inquisitor, he oversees the organization's operations and reports directly to the Council. He also is the headmaster of the Inquisitor Academy. It is ultimately his decision which recruits graduate the program and which are rejected.
Xavier served as an Inquisitor for nearly thirty years. During his service he developed a reputation as the guiding moral compass of his team. He cares passionately about justice and was keen that the punishment should always fit the crime and account for the situation surrounding the events. As the High Inquisitor and Headmaster, he is fairly hands off and relies heavily on the advice of his Lieutenants and the instructors at the academy. While not working, Xavier is extremely reclusive and prefers the company of books to people.

General Physical Condition
The years have not been kind to Xavier. Countless hours of squinting at reports have drawn deep wrinkles around his eyes and mouth. All the color seems to have been drawn from him, leaving him pale with skin so thin you can see the veins underneath. He walks with a permanent limp from an old injury and his left hand has a persistent tremor.

Personal history
Xavier was born and raised in Yavhen. His father was a guardsman, eventually raising to the position of captain of the guard. His mother was a librarian, and life seemed idyllic. Then, when he was fourteen, his father was killed during the pursuit of an assassin. It was this tragedy that set Xavier on his path towards The Inquisitorial Order. He had no talent for combat, but he had a keen mind and knack for seeing through deception. He went to the Royal Academy to study chemistry, anatomy, and botany. At eighteen, he applied to the Inquisitorial Academy and was accepted. In training, he excelled at interrogation. He was single-minded, extremely driven and relentless in his pursuit, and yet he had an innately soft heart. He judged with compassion and tended to focus more on rehabilitation and making amends rather than on punishment.
When he graduated the academy, he was assigned with four others to a team. From the get-go he was a natural leader and the others looked to him as their moral compass. For nearly thirty years, he traveled with the same team, all around Kaisu. But eventually, the long hours of travel and countless battles began to wear on him. At fifty, he retired to take a teaching position at the academy. After another four years at this post, he was asked to become the next Headmaster - a position which he accepted and has held ever since.
Education
Xavier started his formal education fairly late in life, considering his background, and unlike many who attend the Royal Academy, he did not take a generalist approach to his education, choosing instead to only take classes in his fields of interest: Chemistry, Botany, and Anatomy. After his training at the Royal Academy was complete, he joined the Inquisitorial Academy for two years where he turned his education towards forensic applications.
Morality & Philosophy
Xavier believes in justice, but he also believes in mercy. He believes in the innate goodness of people and would see criminals rehabilitated, rather than punished. This belief has persisted in spite of decades of seeing the absolute worst humanity has to offer. This outlook has cost him much in life, and though he still clings to it, he has grown weary of the disappointment. For this reason, he tends to avoid human interaction as much as possible, seeking refuge in his massive library. Here among his dusty tomes and plush armchairs, he is truly at peace.

Motivation
Xavier relentlessly pursued justice his whole life, hoping to create a safer world. He gave his youth and health to his cause and is still consumed by that sense of duty. But he is tired and has grown jaded. He has no family to spend his time or energy on, so he finds solace in the solitude of his library and devotes much of his time to finding rare books to add to his collection.

Xavier has a strong sense of justice and a compassionate heart that has always driven him to seek justice in a way that benefitted as many people as possible. He is well educated and skilled as reading people, giving him a distinct advantage when piecing together the truth of a crime after the fact.

Xavier can be single-minded to the point that he forgets about all else. He also tends to see the good in people, even when it may not exist - a softness that has been exploited more than once in his life.
