The Laborers
The Laborers are registered workers in various disciplines, including foresters, ranchers, farmers, fishers, artisans, miners, merchants, and more. Even trainees and apprentices must register with this guild to begin their careers. Trying to work without the proper approval from this guild is illegal.
It may be illegal, but it is often necessary.2
Structure
The Apprentice and Master ranks are applicable to each type of profession. For example, there are apprentice and master Blacksmiths, apprentice and master Carpenters, apprentice and master Farmers, and apprentice and master Merchants. Apprentices are under their masters, learning and developing their skills.
For anything that needs to be reported, Masters will relay that information to the guild Overseer. There is one Overseer who travels and hears the needs of settlements and their workers.
Registrars process and approve work licenses.
Apprentice: Students and trainees learning their craft from a master.
Master: Experts in their chosen field of work. Reports needs and issues to the Overseer.
Registrar: Facilitates the work-license process. Reports to the Overseer.
Overseer: Guild leader. They are expected to make executive decisions and coordinate resources and requests to increase the world's workforce efficiency.
Public Agenda
We are the sweat on the brow that reaps satisfaction. We are the nourishment to the grain that feeds the world. We are the cogs of the world that keep progress running. We are the Laborers.
History
With the need for a more organized workforce, the Laborers is established with their first project; establishing a stable and bounteous agricultural center on Ildsletten.
Guild presence in other regions of the world is slow to emerge, only showing up as the need for work of various professions presented itself.1
In Year 283, the guild established a law requiring land permits for farms and ranches larger than 10 acres, following the incidents of the Ildsletten Agricultural Upheaval.
Year 297, Lucidus "Viridi" dies during the tragic sinking of The Grinding Cassava. He is succeeded by his daughter, Luva3.

1This is quite a messy process. Long established merchants and craftsmen are at risk of losing their business because they don't have a license to be working. Hard to get a license the day after a law has been established.
[2]Unfortunately, this still rings true today. Thankfully, most Enforcers are lenient on the matter, though the Operators are the ones who suffer this leniency.
