The Kolme Pact
Upon the return of the Kith-El to the east coast of the Cerulean Sea, they battled and defeated many peoples. Most of them resisted the Kith-El and were put to death. Those who surrendered were allowed to live as long as they agreed to forego their prior life and live in one of three sanctioned cities.
The Kolme Pact is the written agreement between those peoples and the Kith-El. Many who did not surrender migrated into the Wilderlands rather than subject to an All-Father faith-based rulership.

While freedom of religion was allowed, the All-Father faith was primary and mandatory attendance enforced. Over time the different cultures adopted the new faith. There were three cities established as havens for non-Kith-El people: Borth, Wycliffe, and Cádiz.
