Svalvag
Svalvag is a decentralized human kingdom. The power is split between the most powerful Jarls, who rule supreme within their own spheres. [See more here: The Current Clans and Jarls of Svalvag] A Jarl declaring war on another Jarl is considered an act of war against all other Jarls, unless a proper reason to do so is decided in the High Court (Kalmarsa). They tend to leave each other alone for that reason, but often raid neighboring nations instead. Due to its peoples' tendencies to raid coastal settlements, Svalvag's reputation with nearby nations is shifty at best. In particular with Aumertia, whom they contest with for the island in the bay both nations share.
Structure
1. Jarls (5-10 at any given time) / Seers (Divine guidance)
2. Earls (Warriors)
3. Karls (Merchants, artisans, free men)
4. Thralls (Slaves & servants)
Public Agenda
The public agenda of each Jarl can vary greatly. Some may prefer to hold peaceful relations with nearby countries in order to bolster trade and economy, while some may prefer war and raiding to make themselves and their people rich.
Religion
Almost everyone in Svalvag follows Valthism, which is named after the primary god of the faith: Valathar.

Judicial Body
When any laws must be interpreted, or a Jarl is accused of a crime, the Seers assemble in their hall Kalmarsa and judge on whatever issue is present. There are 29 Seers total, the eldest of which is given the title of High Seer. The High Seer is given the duty of choosing new Seers in the event that any should die. In addition, their vote is cast last as a tiebreaker.
