Harlen
Harlen was once an elven enclave under the control of Averlorn, but was taken by the Kingdoms of Arden. While they changed who they pledge fealty to, Harlen remains mostly independent of the influence of Kingsgarden, and still maintains somewhat positive relations with the elves within Averlorn.
It is still ruled by the same elvish noble family, House Bel'Thien , that ruled thousands of years ago, and part of the deal with Arden included their claim to their ancestral seat.
