Norsca
Norsca is truly the only city this far north on Olorin, and is the cultural center of all Northumbre. It was built by the traveling merchants and warlords looking to offload their treasures. The wealth found here is said to rival the hordes of the greatest dragons, and the one who claims Norsca can claim all of Volksgrad.
When the merchants saw the rise of Malak, they saw his violence and raised an army of mercenaries to challenge him. However, when Malak, the Everchosen came with gifts in hand that would make even the Triarchy of Lys blush, it is no wonder they turned away their arms and joined the great warlord under his banner.
Now, Norsca serves as Malak's throne. He has built a massive fortress into the rocks, right at the edge of the Arch. It is manned by his most loyal guards, and is built like a maze. His dragons are never too far away, and are regularly seen at his palace, shapeshifted as his two guards.
The rest of the city is organized into various districts, each controlled by one of the many oligarchs that calls Norsca home. Many rule from their domain from a lodge, tavern, or manse of sorts. They hold court with the locals, and the more powerful oligarchs claim fealty to those beneath him.
