Governor of Monterra

Josephus was killed when The Black Brigade burned down the governor's villa in Monterra.  Upon his death, power was transferred to Claudius Hadrianus and the Senate.   Former governor of the Monterran province for the empire. Josephus was the oldest son of a senatorial family that remained loyal to the emperor, and that loyalty was repaid through lucrative postings in Monterra. Governor of Monterra is considered a cushy job - there's no immediate threats to the empire's interests, so the legion and bureaucratic machinery spends its time dealing with bandits, minor insurrections, and the occasional cult. Josephus realized his main job is to keep the trade flowing into Monterra's ports, and to keep grain and gold flowing to Hadrianus. In return, he got a cut of the city's profits and  became extremely wealthy.   With the empire divided between the Senate, who now rules in Hadrianus, and the emperor, who has retreated to Korribon, Josephus found his loyalty divided. He still publicly swore fealty to the emperor, but the imperial fleet, the most direct threat to his governorship, remained in the hands of the Senate. Gold and grain continued to flow to the capital city, so the Senate left him alone.   Josephus had no grand political ambitions. He wanted to enjoy the wealth he accumulated and become a patron of arts and culture for the city. The governor's villa, which is built on the ruins of an ancient Monterran palace, seamlessly blended ancient and modern architecture, and is said to contain some of the finest Eladrin artifacts outside the university.  The villa was badly burnt in the fire, with the modern architecture almost completely destroyed and the underlying elven stone scorched from the heat and flames.   Josephus would have prefered to stay out of politics, but he was forced to arrest a Priestess of Erathis when she destroyed a statue of Krom that was erected in her temple. Claudius, one of the professors at the university, has been a thorn in Josephus's side and agitating for her release. However, the son of the emperor, even one who the emperor has all but forsaken, is still untouchable.   When the Priestess was arrested, Josephus converted his villa into a military outpost. No one, save for the guards, had seen him in several weeks, and rumors are that he descended into conspiracy and paranoia before his untimely demise.   Joesphus's death has left the finances of the city in a precarious position.  The new rulers of Monterra will have to untangle the web of graft and corruption that were the hallmarks of Josephus's tenure.
