Jumana
The land of Luxuries, wealth and excess, Jumana is a place of decandced to the new found trade with the empire. They have agreed to join the empire and start up trade at a reasonable price in relation to the empire. The money coming in via merchants is more then enough to fund the nobility's decadent lifestyles and more for years to come.
The merchants of the area are doing better do to increased trade in the area. They feel the effects of the trade agreement and understand its purpose.
The poor or the those at the bottom, feel none of it they simply see, foreigners buying the products they once bought for cheap, at ridiculous prices. They see all that they once had sold to the empire for gold. They see the honor and pride lost as the merchants and nobility strive to sell out.
Government
- A Council/Cabal that lead the city. A group of 5 people that handle the administrative and military/police force within and around the city.
- A democratically elected governor that leads the council and manages relations with Rakai.
Taxes
- Import and export tariffs are paid at the port.
- Taxes are collected per month for merchants and at the end of the year for the commoners.
- Tax collectors are appointed from a group of nobility within the city as a form of public outreach and diplomacy
Laws and Legal System
- All Capital crimes are illegal; Murder, Theft (with assault), Arson, Kidnapping/Abduction, Rape, Etc, all will be dealt with as the seriousness of the crime dictates. In general those who commit a crime should expect no mercy from the legal system.
- The legal system for Jumana is a bench of three judges, all mages that are able to cast zone of truth, suggestion, read thoughts etc. They are efficient and will execute justice as they see fit.
Defences
The defenses of Jumana are rather competent as they are faced with a variety of attacks each month. The cave district protects that of the nobility from most attacks, while the rest of the districts have been 20 foot walls to enclose the rest of the city down to the port. Around the port they have a series of Cannon mounts that have been entrenched in the wall to persuade those coming via ship to play well with others. The walls are manned by the military and deliver death upon any threats to the city. All visitors are inspected for contraband and taxed upon entering the city.

Infrastructure
Jumana is an old city built partway into a cave, with the lower districts being closer to the port. The City, has running sewers draining to a distillation area where mages can destroy as they see fit. There are those that are using the sewage to create chemical components but little is known about these experiments at the moment. The lower districts find themselves in a much closer existence with house and buildings leaning into each other, buildings built upon buildings and so forth. As you progress to the merchant districts things become more organized and more civilized. The merchant districts is clean, collected and all about one story, maybe two at most.
The Merchant District is very defined by the culture of the area, sandstone construction, open shops, no doors and flat roofs due to the low rain. The merchant District is pretty standard shops of all types, a massive bazaar for those that do not have their own storefront.
As you move into the Cave/Noble districts, one would notice the spiders at this point in time. Large Tarantulas walking amongst the people. Typically on a leash or something similar, the nobles or those of the Dark Elf Contingent in the area raise the Spiders from birth as a means of silk production. They have mastered the art of spider silk weaving and have started selling the luxury to those of Rakai for exorbitant prices.

Architecture
Jumana having at their disposal a vast amount of sand has taken taken to create sandstone bricks to use for construction. In a short process they create workable bricks that resist the elements that are common for the area and that look pleasant. The sandstone is a light brown dusty yellow, the standard buildings are built using sandstone some area constructed via magic straight from the sand itself. Then there are other nicer building that accommodate glass windows and mosaics. These are in general either noble houses or those of the clergy.
