The Highland Council

The Highland Council is an ancient union of the Highlander Cities said to have been created by Adrehel.
The Council has always been amicable to the Duchy of Fremilan on it's southern border. However they can be a little insular and tend to keep to themselves, not being engaged in any serious international politics or treaties.
