The Bylaw Enforcement Brigade
The Elite Law Enforcers of The Eastern Imperium
Structure
They are the militant arm of the Bureau, and whereas the Shirokami serve the Minister and not the Bureau, The Bylaw Enforcement Brigade serves the Bureau exclusively as the enforcers of the Imperium's many laws as sort of a hyper-elite army to deal with problems the Town Guards cannot, or problems that the Bureau wants solved. They are the most visible of "The Three Hidden Armies", and the least powerful amongst the three. The public knows they exist, and they serve as Hyper-Elite guardsmen and servants of Bureaucracy rather than hardened killers or bodyguards or assassins.
They are organized into various "Squads", each led by a Captain who reports to the Commissar, the leader of the Brigade as a whole. The number of these squads can vary from year to year as the need for elite law enforcement agents increases or decreases, but each Squad is generally assigned to one city, with larger cities receiving two, while the capital of The Eastern Imperium, Kitsunheim, has no less than three Squads stationed within its walls at any given time. They often patrol the streets alongside others of their number and town guards, and each of them is said to be the equal both in martial might, intelligence, and knowledge of the law of 10 town guards. Part of the process used to induct new members into their ranks requires each prospective recruit to memorize ALL of the laws of the Imperium front to back, until they can recite them all by heart. They are also notorious for infrequently and at irregular intervals, conducting surprise inspections of businesses, residences, and all manner of buildings and places within the Imperium to ensure all laws are being followed.
Each member of the Brigade has the authority to enter any personal residence, place of business, or even political or religious structure if there are suspicions laws are not being followed within, and to simply perform inspections. Precisely because they are granted such authority, they are held to an excruciatingly high standard by the Bureau. Even the slightest misuse of their power often means a heavy fine and demotion, or even outright dismissal and exile from the Brigade if the crime is serious enough.
Public Agenda
The Akheishi are charged with Upholding and Enforcing the laws of The Eastern Imperium, arresting and dealing with particularly tough criminals or targets, and dealing with criminal situations that the mundane Town Guard cannot handle on their own.
Assets
The Akheishi are given a plethora of assets to enforce the laws of The Eastern Imperium, including incredibly well-made Weapons and Armor dyed in the unique crimson of the Brigade forged by the finest Dwarven smiths in the country. They are given horses, equipment, and at least one well equipped and fortified pseudo-castle in each city, town, or village they have a presence in.
History
The Bylaw Enforcement Brigade was founded alongside The Bureau of Domestic Affairs when The Eastern Imperium was founded, to serve as elite agents to handle crimes that the normal Town Guard force of the country could not.
