Oni Lao

The Oni Lao are a Mong Bal spy organization in the employ of the Great Basin Council. They serve the council itself rather than any particular warlord. Their duties mainly involve ensuring the rivalries between volatile warlords do not cause any permanent damage to Mong Bal society and undermining the efforts of "rogue warlords" whose cities refuse to submit to the council's authority.
Members of the Oni Lao undergo a ritual that involves removing their tails. They have the ability to vanish and move about undetected to anyone raised in a Mong Bal City. This allows them to gather information and manipulate political events in broad daylight.
The Oni Lao attempted to recruit Wukong to assassinate the warlord Kuan Ti in the City of Erryl. While their machinations helped Wukong escape prison, he choked on his mission when his childhood frined and Kuan Ti's duaghter, Tien Mu, walked in on the attempt.
