Baron and Baroness

Between the noble houses they are usually led by a Baron and/or Baroness. Within their local jurisdiction they are the leading authority. They are ultimately responsible for the people living on their lands. Some Baron and Baroness have a certain style of leadership which are either condusive or contrary to a good life.
A house that leads a style of leadership that are conducive to a good life, you will set up patrols and defends the life of everything on your lands. Of course you will need to maintain your structures and pay the men under your command, meaning you will need to have an income, that usually spells taxes
A house that is only in it for their own and doesn't really do anything for the population living on the lands appointed to him. The forces and men under his commands will be used to hassle the population and not really defending against the monsters ranging on the lands beyond.
They may appoint a Mayor to a village in their domain, but if a higher noble appoints an Earl. Then the Earl takes precedens and you have a potential political incident on your hands. See Earl / Mayor
