Both the Earl and Mayor assume leadership roles within a village, town, or city.   The title of Earl is a prestigious appointment, bestowed by a member of the noble family governing the larger domain to which the city belongs. Holding the title of Earl indicates a familial connection within the noble lineage, even if distantly related, granting a birthright to the title. The King and Queen  or Duke and Duchess appointing an individual as Earl signifies their authority over the city.   On the other hand, the Mayor, whether chosen by a Baron and Baroness from the third noble house or elected by the populace, functions as the custodian of the community. Entrusted with the governance and well-being of its residents, the Mayor's role becomes complex if an upper noble house appoints an Earl to the same jurisdiction. This situation introduces political intricacies and diplomatic challenges between the first or second house, which appointed the Earl, and the third house, which appointed the Mayor.   If one gains control of the village through other means, such as wielding power, they can self-appoint or bestow the title of Mayor upon themselves. The longevity of this position hinges on performance and adherence to relevant tax obligations, determining whether one can retain the mayoral role.
