Emerald Collegium
The Emerald Collegium is the official mages' guild of the Quorel'hrim Kingdom. The Collegium was formed by royal decree of Dalen Ayn'lor following the Sundering, in order to prevent a similar calamity from befalling his kingdom due to wanton magic use.
The head of the Collegium is the Prime Archmage, who maintains a seat on the King Regent's Council. Currently, the Prime Archmage, the Eladrin high elf sorceress Serena Parmasson, is the only woman to sit on the King Regent's Council.
When the Emerald Collegium was first established, several powerful and influential mages in Shandalar refused to join its ranks and follow its regulations, arguing that fear should not hinder progress. Dalen Ayn'lor instructed the Green Guard to send soldiers to confiscate unsanctioned research and materials from these renegade wizards; the resulting clashes only escalated the conflict until it exploded into open revolt. This months-long Arcane Rebellion led to several coordinated attacks on Emerald Collegium facilities, where an untold amount of valuable arcane research was either stolen or destroyed. Many of the Collegium's libraries and academies were vandalized or destroyed.
While few casualties resulted from these attacks, word began to spread among the common folk about rebels trying to stand up to a tyrannical government. Dalen Ayn'lor, fearing that civil unrest could spill over to the general population if left unchecked, secretly met with these renegade wizards and reached a second agreement. These mages were allowed to secret themselves away to their private towers and research laboratories hidden throughout the peninsula. They would be considered independent entities from the laws of the kingdom, so long as they kept to themselves and did not disturb the peace.
In separate secret negotiations, the King Regent tasked the Collegium with keeping tabs on these rogue wizards and instructed to alert the King's Council should they encounter any potentially dangerous research being performed by unregulated arcanists.
Public Agenda
The Collegium's stated mission is the registration, regulation, and supervision of all arcane research, development, and practice in Shandalar. The scope of their authority is wide-reaching, with duties being delegated to schools within the collegium.
- The Jade Academy establishes curricula for the five magic academies located in major cities throughout the kingdom. Members of the academy are responsible for training staff to properly educate Quorel'hrim citizens in the sanctioned use of magic.
- The Beryl Registrar is responsible for registering and maintaining records of all magic practitioners and sellers of magical goods within Shandalar. Each province of Shandalar has its own registrar's office located on the campus of that region's academy.
- The Shandalite Library, located in the capital city of Quór'melár, maintains an extensive official catalogue of the history of magic research, arcane artifacts, and important magic-wielders. Satellite libraries with more specialized collections are maintained in Alkar'val, Andarón, and Ya'wen.
- The Serpentine Artisans oversee development of magic technology and its use to modernize transportation, communication, and other public works. Guilds associated with the artisans operate in every city within the kingdom.
- The Peridot Phalanx is dedicated to training soldiers in the use of magic to enhance the offensive and defensive capabilities of Quorel'hrim's military. They primarily operate out of Quór'melár, Tel'mori, and Noi'cendelë, but members of the Phalanx can be found in standing armies throughout the kingdom.
