The Nets
Under the entirety of the city of Zarash'ak is a complex patchwork of makeshift rafts or reclaimed barges with structures built atop them with whatever discarded materials could be scavanged. This is where the poor and disenfranchised of Zarash'ak are forced to dwell. The webbing of rope that keeps everything together and more or less anchors it to the city has given the undercity the name of The Webs.
The Nets, in contrast, are the next poorest section of the city, again essentially ramshackle rafts and old barges with rickety structures built on top. However, The Nets affords a view of the sky and a few more pillars to anchor to. The whole area is constantly shifting and rocking, rising and lowering with the tides.
It is cramped, dark and filled with people who are mostly desparate and some dangerous.
